Rolleicord II Frame Counter Won't Advance or Reset

I picked up a Rolleicord II (the last version with the Bay 1 mounts) and everything works great except the frame counter. I cannot get it to reset (it's stuck at 1). Likewise, it will not advance when I turn the film advance knob. I'm relatively certain I'm performing the frame reset correction -- push the black button in the knob and then move the silver button adjacent to it. I've tried it in slightly different combinations and nothing works.
Is there something simple that I'm neglecting or missing or does this need an overhaul?
