Rolleicord Vb Shutter Stuck?

I'm new to this forum. I inherited a pristine Rolleicord Vb when my father passed away. He used it some, so I know it worked at one time, but that was 20+ years ago. I downloaded the manual and tried to run through the steps to make sure everything works. I can't get the shutter to fire even though the shutter lever moves all the way to the right (facing the camera). The lever does not move to the left from it's 5 o'clock position and the shutter button will not depress. BTW, there is no film in the camera.
