I have heard that these people have new old stock meter kits available for the F models -

Ebay could also come up trumps, but I have to say that I have never seen a meter kit for an F on there. I've seen a few for the E and T though, but they are different.
Apparently they sell for around $300, which given how little a used (especially vintage) hand meter sells for makes me wonder if it's a job thats worth doing.
I have heard of one place that restores selenium hand meters, maybe they could fit a new cell into your camera?

Oh and another thought, are you sure that it is the cell that has died?
It could be that a wire has come adrift somewhere or possibly corrosion/mildew on some of the contacts. I have a selenium Gossen hand meter that didn't register, but after some congealed grease had been removed from the delicate needle mechanism it worked perfectly!
